Keyboard Maestro 9.x requires OS X El Capitan 10.11.0 or later, and has a Hardened Runtime and is Notarized.
Keyboard Maestro is engineered by Stairways Software Pty Ltd and distributed by FastSpring. Keyboard Maestro is licensed on a per user basis, and an individual user can use it on up to five Macs.

Keyboard Maestro 9 is not available from the Mac App Store and probably never will be.
